Can you help me to identify this old paper : is it japanese or chinese ? Is it a bookmark ? Could you identify the artiste and the date ?

It is a Japanese Clan Bill
Issued by: 嵯峨　Saga Domain
Face value: 銀壹匁　One Silver Mace (Momme)
Date of issue: 慶応貮丙寅年　2nd - Fire-Tiger - Year of Keiō　Era (1866)
Communities: 河泉両國　Kawachi and Izumi Provinces
Currency Exchange Offices: 大喜多楠三郎　Ǒkita Nanzaburō
