Subject:Horse picture, who is the artist?

Hello can anyone tell me about this the picture looks like a print ( has those little dots) but the signature looks like it is in ink? Thanks

The artist’s name is Xu Beihong, also known as Ju Péon. He was a Chinese painter. He was primarily known for his Chinese ink paintings of horses and birds and was one of the first Chinese artists to articulate the need for artistic expressions that reflected a modern China at the beginning of the 20th century—according to Wikipedia.

1946)
Upper seal,
東海王孫 - King Sūn of the East-China See - Pseudonym of Xú Bēihóng
Lower seal,
徐    - Xú

The title of painting is "A Galoppping Horse"
It is most likely a vintage woodblock reproduction. These repros are of an excellent quality, so can often be confused with originals.
