The mark reads in Chinese: Da Ming 大明 Chenghua 成化 Nian Zhi 年製 = Great Ming Chenghua period made.
However, looking at the signature and the people depicted, I think this is a Japanese plate from around 1900, in which case the mark reads: Daimin Seika Nen Sei.
It was very common in Japan to copy Chinese reign signatures on Japanese ceramic plates during the 19th and beginning of the 20th century.
