Subject:inscription on painting

On an early 18th century painting is written this quotation, and I wonder if the writer can be identified as a historical person?
Your help would be very welcome.

My tentative reading of inscriptions,
(Alternative kanas in modern transcription)
正親町公路
ほぼとみればうしかたあたまかな
いのりばかりにひけしべく

Ǒgimachi Kinmichi
Hobo to mireba ushi kata atama ka na
inori bakari ni hikeshibeku

Ǒgimachi Kinmichi*
If I look at him, his head is hard as the head of an ox
He has to spend his days in prayers

毛復圭九十一書 
Written by the ninety-one years old Mō Fukukei
Seal,
囗器 - 囗ki

Mō Fukukei 毛復圭 is not a Japanese name, it could be a Chinese (Mao Fugui)
or Korean (Mo Bok-gyu) surname and given name.

*Ǒgimachi Kinmichi 1653-1733
Court minister and councilor,
He tried to spread the "Suika Shintō" (a combination of Neo-Confucian ideas with Shintō)to the imperial court with more less success.

Dear Nagy,
Thank you for your valuable contribution.
Together with this grumpy official the scroll makes a fine mockery of Ogimachi.
I woud read the first character in the seal 延 so the seal would read enki. Sounds like a priests name. What do you think?

A pity not to know this Enki, would be a great thing to date this rather unusual Kourin painting.

Would you know a list or table matching modern Hiragana with the old calligraphic versions, so one can study it?

Alternative kanas are called in Japanese 変体仮名
”Hentaigana”
In Japanese there are many sites on the net teaching
the reading of these hentaiganas.
I recommend to print out the:
Koin 変体仮名外字明朝文字一覧  pdf (6 pages) for beginning.
