I am hoping to find out any information about this watercolor
On rice paper. A translation of the calligraphy and possible identity of the artist

According to the Tokyo National Research Institute for Cultural Properties database he was a Meiji and Taishō era painter and calligrapher. Participated at exhibitions in 1912 and 1923 in Kyōto.
