Subject:Help with identifying and translating picture

This picture belonged to my grandmother, she owned it from at least the early 70s.

It has been part of my life for many years and I have always wanted to know what it says, and who painted it.

Any help gratefully received,

I found the answer myself, once I had uploaded the picture I could reverse search it.

I have rarely seen older works in this style, so I tried it. A more qualified person would be able to teach me more about it
