Seal,
志安畫印　-　Picture seal of Zhìān

Most probably Wáng Zhìān 王志安
Native of Zhuozhou, Hebei Province. Founder of China Star Painting and Calligraphy Academy. He is currently the vice chairman of the Hong Kong Professional Calligraphy and Painting Association and the chairman of its Hebei Branch.
He is particularly good at freehand landscapes inheriting the lagacy of Song Dynasty.
