It's a seal. Made from Soapstone for the tourist market. Decorative value only.

Reading of seal,
何問徳 - ca. How to call someone to account on virtue
Side inscriptions,
Encircled character,
福 - Happiness
Poem,
照影池邊
多少愁
往來重見
此塘秋
There is some sorrow by the side of a shadowy pool
I see again the coming and going of autumn from the dyke

It is a citation from the poem titled "South Pool" by Zhào Gŭ (806-?) Tang Dynasty poet.

My tentative reading of colophon,
同仿古計仁冽作 - Identical to antiques, cut by
Jì Rénlié

It looks like a relatively new cut.

From the general style of design and carving, I suggest this is a name seal, possibly carved in a tourist market environment.

The name I see is He QiDe. 何啓德
