甲子年 雪松書於北京

Written by Xuesong at Beijin
Upper seal,
雪松 Xuesong
Lower seal,
Unfortunately I cannot figure it out clearly.

Xueson (Snowy pine) is a pen-name.
From my search it appears that there were several calligraphers in Beijing in the 1980s who shared the same pen name, pseudonym or alias.

This style of script is called Small Seal Script.
The typical characteristics of Small Seal Script are clearly evident: the stroke width is consistent, the characters are elongated vertically, and they possess a beautiful, geometrically symmetrical structure.
