It's an incense burner.
The body features a relief design resembling birds and pinecones (?).The technique of adding fine lines to the birds' feathers and the way the texture of the ground is rendered (such as using dots) are also commonly seen in the craftsmanship of Japanese Takaoka copperware and other traditional crafts.These kind of censers were produced since the Meiji period for export or as tea ceremony utensils and tokonoma decorations.
