Dear Dave H,
Judging by the patina and the crude decoration, it appears to be an early middle eastern oil lamp. The double-headed eagle design on the hinged cover suggests it could be of Hittite origin, Anatolian, or Turkic. Possibly 13th century. This is a wild guess based on my very limited knowledge of art and antiques from the middle east and Baltic states.
You might want to ask someone who is well versed in Persian art and antiques. They might be able to point you in the right direction.
