I want to identify the artist and/or period.

It is a painting with calligraphy (characters) and seals. Would you be able to translate the characters/seals, advise any artist whom this work may have attributed to and the period(60-year cycle)?

Finally, is this Japanese or Chinese?

＊眉州　Meizhou、 probably refers to the painter Su Shi (Su Dongpo), because it was his birthplace, so this picture is probably a copy of one of his paintings attributed to him, but unidentifiable to me.
