Subject:Help with silk painting ... Dragon ceremony

Hoping someone might be able to help with this silk painting? It's approx 25x40cm
Would love to know the artists name if possible ...

I'm guessing its Qing dynasty? But could just as easily be a more modern "tribute" ... hoping someone might clear this up for me
