冨貴花天授 羣芳不敢争
玉樓人共賞 傾國又傾城
撿徐崇嗣筆法
丙午小春 南沙老人 蔣廷錫

Peonies are granted by Gods
They do not compete for fragrance
The people of the Jade House enjoy their beauty
Their beauty causes cities and states to fall
Taken from the painting technique of Xu Chpngsi*
On the Early Spring of the Year of Fire-Horse (1726) by
the Old Man of Nansha, Jiang Tingsi

Bird and flower painter in the Qing Dynasty

I think this is a kind of copy.
I cannot decipher the seal.

Jiang was widely forged and copied. This picture departs from the level of precision he attained as well as from his "boneless" painting style. Here is a webpage showing two leaves from an album by court painters copying a now lost original work of Jiang's: https://south.npm.gov.tw/english/ExhibitionsDetailE003110.aspx?Cond=8e0d42e9-bb2a-41aa-9248-b4e211e188d7&appname=Exhibition3112EN
You can imagine that the lost original was similarly precise and naturalistic.
