Using an online translator (I'm sure I. Nagy can do better), I get: Satirizing the Boshin War as a fart battle, "Toba Scroll Mono no Uchi Futsu Battle"

Explanation below the print: In the Edo period, there were people who did not understand the translation, such as fart substitutes and fart performers who performed kabuki performances with the sound of farts. The situation in the Edo period was amazing in many ways.

It is an interesting work in which the "military power" is replaced with "fart power" and the drawstring bag (kinchaku bukuro) with the pattern representing the brocade flag is used as a "new soldier [fart] vessel" of the new government army centered on the Satsuma clan, which is famous for its sweet potatoes, and blows away the old shogunate army.

〇やき　- yaki flag stands for "baked Satsuma sweet potatoes" - also munition to produce gases

Handheld fans with 屁　"he = fart" inscription stand for 兵(器) "he(iki) = weapon)
