1) I read this seal as aratame snake 7. Can you check and let me know ?
2) Thanks to read this sumotori (ozeki ranked) name.
Surprisingly, There is no indication of date on the banzuke, so knowing his name would help me date it.

The censor's seal could be:
改巳五　Aratame snake 5　In any case 1869
