a poem (?) top right
a name (?) below
a signature of the artist (?) bottom left

I assumed that someone would provide a translation for you. Since no one has, I'll try to help.

It appears that you have a later (circa 1890) version of the original surimono (circa 1825) by Totoya Hokkei. The Boston MFA has both versions. Note that the text is different between the two versions.

My reading and rough translation、
あら玉の光りを    Aratama no hikari wo
うけて山の端に ukete yama no hate ni
匂ふ朝日は錫香爐なる niou asahi wa shakkaro naru
美和垣真樽 
At the edge of the mountain
in the dim light
the morning sun smells like the tin incense burner
Miwakaki Mataru ‐Less known parodic tanka poet
