It is Chinese.
The inscription is Li Bai's poem titled "Feasting in the Peach-plum Garden in Spring Night"
李白 《春夜宴桃李园序》
Colophon,
...七月上浣　In the First Ten Days of July of the Year of.....
(The year is hidden under the frame)
焦秉貞寫於京師　Painted by Jiao Bingzhen in the Capital City
Lower seal,
秉貞　Bingzhen

Jiao Bingzhen 焦秉貞 ?-1726

Thanks I. Nagy. I think his dates were 1689-1726.
