Subject:Chinese painting of

I'm trying to help a friend again, this time with help translating the cursive text and artist's red stamp in what appears to be a painting of a group of people who are not ethnically Chinese, perhaps Miao, tai or other group in one of the autonomous regions.

The standard characters read down as the year 1992 (Yi jiu jiu er nian - 一九九二年).

All assistance will be appreciated.
