戊子新秋　-　Year of Earth-Rat (1948) New Autumn
悲鴻 - Beihong
Upper seal,
徐悲鴻　　 - Xu Beihong
Lower, leisure seal,
荒謬絶偸　-　ca. Absolutely preposterous

Most probably a reproduction.
