These are Japanese plates. The base mark reads down right to left as:

有田 - Arita
萬永 - Man'ei

The surname Manei appears without further information on a Japanese name list as Showa Period (1926-1989 - ruled over by Emperor Hirohito), which appears to be right for style of these dishes, in my opinion.
