Subject:Cloisonne Tea Bowl Unusual Interior & Base Colour

Interested in opinions on age and origin Chinese or Japanese ??? for this cloisonne tea bowl 8.5cm diameter 4.5cm high,, for it's size it's quite weighty and made with fine wires,, the interior and base is enameled with a whitish colour which I have not seen before.

I am not an expert on these.
The presences the circles at the base indicates to me that its Japanese.
That along with the high gloss look.
As to age i am unsure but I think early 20th century.
