I think there are four names in the cartouche:
Depicted is a high-ranking prostitute (oiran) with her two kamuro ("apprentices").
The title cartouche first names the brothel in which she works (on the right: 松葉屋内, Matsuba-ya uchi; from the house Mastsuba).
To the left of that is the name of the oiran "Chiharu" (千春) followed by the names of the kamuro "Chi??"(ち??) and (no, の) "Chiyoji" (千代じ).

Dear Horst,
It seems that I have completely overlooked the presence of the kamuro girl. I thought the はる　"haru" in alternative kanas only as okuriganas for Chiharu`s "haru".
I hope this will be a better version.
