松葉屋内千春の千代じ - Matsuba-ya nai no Chiharu no Chiyoji - Chiyoji of Chiharu from the Matsuba-ya Teahouse
花川亭冨信画 - Hanakawa-tei Tominobu -ga - Painted by Hanakawa-tei Tominobu*

* Utagawa Kunitomi 歌川國富 
Date of birth and death unknown
Was the disciple of Utagawa Toyokuni II. later changed his name to Tominobu.
Hanakawa-tei was his pseudonym.

addition / question:
I think there are four names in the cartouche:
Depicted is a high-ranking prostitute (oiran) with her two kamuro ("apprentices").
The title cartouche first names the brothel in which she works (on the right: 松葉屋内, Matsuba-ya uchi; from the house Mastsuba).
To the left of that is the name of the oiran "Chiharu" (千春) followed by the names of the kamuro "Chi??"(ち??) and (no, の) "Chiyoji" (千代じ).

Dear Horst,
It seems that I have completely overlooked the presence of the kamuro girl. I thought the はる "haru" in alternative kanas only as okuriganas for Chiharu`s "haru".
I hope this will be a better version.
