It is a poem from the Tang poet Li Bai titled
"Autumn Thoughts Two Songs, Part 2" (李白 秋思二首 其二）about a wife whose husband cannot return home because of the long wars with the nomadic Huns on the Western borders of China.
(3rd line 1st character 故 is mistaken for 胡）
The yellow leaves on Yanzhi Mountan have already fallen,
and I climb the terrace and glaze into the distance
Above the sea the bluish-green clouds break up,
and the Dayun region would have shrouded in autumn colors.
Nomadic warriors gather in the frontier deserts,
Han envoys returned to inside the Yu(men) Gates.
Soldiers cannot return home,
There is emptimness and sorrow as the sweet grasses wither.
