I pulled up the below URLs of liveauctioneer.com auction results of similar and related stands for comparison. You'll note that some didn't sell and those that did mostly brought under $100.

Judging largely from aspects of the figural and landscape decoration on yours, as well as their lack of even apocryphal reign or other marks, they date from the second-to-third quarters of the 20th century. I also believe they probably were meant to support brushes or ink sticks for mixing in separate containers rather than more abrasive scholarly objects made of porcelain.
