Subject:18th century japanese print translation (and unusual backing paper)

I recently bought this print, which I think is c. 1770, and wondered what the text above the lady said. I also found that behind a cardboard frame back, there was an earlier backing pasted onto the print with the text in picture 2. This paper looks old, maybe 19th century, with a couple of worm holes and the glue it was stuck to the cardboard. I would be grateful if someone could give some insight into what it might mean or refer to?

I think that this print can be dated a little later.
Inscriptions,

事物紀元云 黄帝周傳有 五明扇之起 今以招涼風
者周武王所 作也
Fan
The origin of the Wuming-fan has been handed down
from Yellow Emperor. Using this the palace servants fanned the emperor with a cool wind.
其品数多ありと
いへしも就中
神功皇后三韓を
責たまふ時
ハふりの羽を使んて
Even though there were many of them, above all, when Empress Jingu reprimanded the Three Hans, she used a fan made from bird feathers.

The backing is a page from an Edo period military strategy work.
