Dear I Nagy,

The second character of the seal would appear to be 薘. So the seal could possibly be for a pen-name - Old Beetroot. Maybe he had a red face.

Please correct my suggestion.

However, meantime I found an artist with a gō 古蓬
Kohō.
Kumazawa Kohō 熊澤古蓬
Early Showa period painter

"Independence and self-esteem" is one of the principles of the Keiō University (Tōkyō) set out by its founder Fukuzawa Yukichi.
The calligraphy is done in a shikishi (colored paper).
Shikishi (色紙) or colored paper is a square cardboard for writing waka poems, haikus and pictures. There are shikishis also with various patterns and colors framed in gold or silver paint. The dimensions are 20 x 17 cm or18 x 16 cm.
Restaurants and other frequented places where celebrities can visit always have a shikishi on hand, just in case a celebrity visits.
The celebrity usually writes (or draws) something on request in memory of the visit. It is a kind of Visitors`Book - later the restaurant etc. displays these shikishis in a prominent place.

In this case, seemingly the artist visited a company where the name of Shachō (President) was
Arima Hisanaga. In Japan the title Shachō can have several meanings depending on the situaation
e.g. head of company, chief, boss etc. - could be an owner of a restaurant or bar etc.
