This is a Kawase Hasui print.
Inscription,
五月雨　- Samidare - May Rain (Early Summer Rain)
(荒川） - (Arakawa) - River Arakawa　
昭和七年六月作　-　Painted in June of the 7th Year of Shōwa (1932)
Signature,
巴水　-　Hasui

Your print is by Kawase Hasui is titled Early Summer Rain, Arakawa (Samidare [Arakawa]) — 五月雨（荒川）and was printed in 1932. See the link below for one at the Boston MFA.
