せいや製　-　Seiya-sei - Made by Seiya

Genryūsai Seiya 　源龍斎誠谷　
Excellent metalworker and caster who was active in the late Meiji and early Taishō eras (1880s-1920s)
He specialized on higly realistic human and animal sculptures.
