Your "Imari" style cat is a Chinese product of the late 20th to present century, not to be confused with an authentic old Japanese "Hello Kitty". The decoration is transfer-applied and not completely painted by hand. The mark on the base can be translated as "Precious Collection of Refined Trinkets" (Ya wan Zhen Cang - é
çİçè).
Here are some shots of another one in a different pattern and with a misleading decal-applied mark that reads down phonetically as "Imari" in Japanese. The website gotheborg.com opens their entry on Chinese factory names with a shop in that is believed to paint such fakes in Hong Kong on blanks made in China.
