On January 12th in the Year of Water-Buffalo (533)
One statue of Buddha was respectfully erected to

Peace in the world.
Sacred Universal

* It probably applies to the Northern Wei Dynasty
386-534 AD., which is confirmed by the subsequent cyclical dating. It was the time when the Buddhism spread quickly from India to the rest of Asia.

I think this is a modern forged object.

It is a Tibetian Ghau (amulet container or prayer box), usually made of metal, ornamented with semi-precious stones (lapis lazuri, red coral etc.)
Could be a forgery, too. I am not much familiar with Tibetian art objects.

With regards,
I.Nagy
