唐明皇遊月宮　-　Emperor Ming of Tang Makes a Tour in the Moon Palace
丙午年仲春　　-　In Mid-Spring of the Year of Fire-Horse (1066)
黄庭堅　題　　-　Inscription by Huang Tingjian

At the end of the scroll there is a short biography of the painter Huang Tingjian
Signature; Huang Tingjian, March 1066

Huang Tingjian 1045-1105
was a well known writer, painter and calligrapher in the Northern Song Dynasty.

The scroll is a modern repro of the original - I couldn't trace its location.
