Subject:Asian Screen For Translation & Symbol Meanings

Hoping that the translation will tell a story and possible artists name. There are some symbols that I'm not sure what the meaning is, help with these are appreciated. Thanks to all ......

The poem on the screen titled "Dragon" 龍, was written by the Tang Dynasty poet Li Qiao 李嶠 (644-713).
Here, I render the translation of the first two lines in my rough translation.
銜燭耀幽都 含章擬鳳雛
西秦飲渭水 東洛薦河圖
....
Raising a candle and light the dark capital
On the Hall of Chapters there is a young Phoenix painted
The Western Capital (Chang'an) is located on the
shore of Weishui
The Eastern Capital (Luoyang) has reappeared also on a river
.....
乙未秋月 
In the Autumn Month of the Year of Wood-Sheep (1895)

Unfortunately, the characters in the seal (marking) of the artist are illegibly chipped off.

Thank you very much. Very interesting to research the history from the translation. Difficult to get a clear picture of the seal, attached 2 pictures in the hope these maybe clear enough to get the name of the artist.
