is the seal in Chinese and the signature in Japanese? Is this common? Thank you for your help.

Dear Roseann,
Signature and seal are exactly the same. The signature represents the cursive handwritten style of 霞堂 (Kadō) characters, while the same two characters are engraved with the seal script style into the seal.
The signature is written from top to down,


The characters in the seal are cut from right to left (堂霞)

The meaning of 霞堂 is the "Hall of Sunset Glow"
- an art-name.

PCs write the so called Ming style typeface characters.
