Hello, could you help me decipher what it is noted under the base of the snuff bottle and tell me if you think it is an old or recent cinnabar lacquer.

Thank you very much, finally by deepening my research on the internet, I found this answer:

This is a mid-20th century reproduction of an 18th century cinnabar snuff bottle from the reign of Qian Long (1735-1796). The marks at the bottom read Qian Long Nian Zhi or Made During Reign of Qian Long.

I agree with what you found. This appears to be mold-produced reproduction of a cinnabar snuff bottle. Note the mold marks on the neck of the bottle.
