I was wondering if someone can help me with identifying the name of the painter and the year it was painted by an early Republican paque. Thank you.

Sorry I don't know the artist.
Highly improbable to be not from the Republic period. More likely later period based on the glaze, stiffness of the depictions and the new looking frame/stand.
Unfortunately most plaques attributed to the Republic period are later production.
