It is Chinese,
Inscriptions,
風來花自笑
枝上鳥鳴和
The wind comes and flowers laugh
The birds sing on the branches
Starting seal;
作　-　Written　（Made)
Upper seal; Unidentifiable pottery mark
Lower seal; 隆　Long (Surname)
Bottom mark;
乾隆年製　-　Made during Qianlong Reign (Apocryphal four character nark)
