I would greatly appreciate any help with identifying the markings on the back of the plate and its approximate period.

The mark reads: Watayasu 綿安 Sei 製 (made by Watayasu), mark of Watano Yasutaro = Watayasu.

Watano Yasutaro (安太郎) Shoten (shop) was started in 1885 in Yokohama. His pieces are Kutani Yokohama style and are signed Watayasu. Like the others in the Watano family Watayasu pieces had the same Meiji style, without a signature hard to recognize who made it and considering that Watayasu was not a painter. The Yokohama traders always seconded the painting job to outside painters from Kutani. That was the normal situation in Kutani, most of the painters were independent. The few pieces with the Watayasu mark are quality painted works.
