This would appear to be a Chinese seal with a Fu Lion (shizi) as the grip and bearing on the business end a stylized "double-happiness" character (囍 - Shuangxi). Such a stamp would have gotten big workouts on happy occasions, such as when someone in the family got married. Here's your picture of the base rotated and flipped to the correct reading position. The item appears to have some age on it, perhaps late 19th century or Republic Period, but it's difficult to say accurately, because in actual use, the metal would have rapidly picked up enough wear and staining to make it look older than actual age.
