Given the limited information provided, I'd date it circa 1930. It appears to be a netsuke (and ivory), which would make it Japanese. The pictures don't allow any judgement of quality since they show so little of the piece. In more recent times, a lot of cheap/crude carvings have been made in China for tourists.
