雲髻係未寶靨新
寄語揺臺王母道
唯在掩面避芳塵
In my rough translation the text runs like,

In the East there is only one graceful person
The dimple on her face and a new hairpin is her only treasure
When I send a word to the Queen's Mother on the road
She only hides her face to avoid aromate dust
戊午嘉月　-　Year of Earth-Horse (..1858,1918..)

鶴口外士　-　He口　Waishi - He 口　Master
Seals,
高士之印　－　Seal of Hermit
昌山　-　Shan Chang -(Flourishing Mountain) -Pseudonym

I couldn't identify the artist.
