It would be helpful to know the size, and I will reserve judgement on the material until I see some clear closeups, especially the bottom.

The shape is unusual and since it is not symetrical would seem to rule out having come from a mold, leading me to believe it may have been carved from an antler of some type.

The figure carved on the front looks Chinese, and the characters on the back appears to be Manchu script.
