Chinese? Glass incense burner? with Silver overlay

This little jar is incredibly detailed. It is made with multi-layer glass with a white glass interior. The outside is decorated with multicolored flowers, tea pots, and a foo dog. The lid is pierced (I'm assuming to allow the incense smoke to vent out) and features a highly detailed foo dog with tiny little frogs facing inward. The piece has a 3 footed base with 3 bands which wrap up to the top of the piece. In the middle of each band, there is a lion's head with a ring through it (similar to a door knocker). The bottom is signed. I'm looking for ANY information on the piece (age, use, maker, country, etc). Thanks very much in advance for your knowledge and expertise~!
