Message Judging by telephone number was framed in 1940s, so at least that old. Is print instead of painting? Can tell by look with magnifying glass for array of dots. Since it was not double-matted it was not expensively framed. In either case it will be destroyed by acidity of backing and mat; can conserve by removing from present framing, have redone using current acid-free materials. While out of frame can see if damaged around sides, if part of picture covered up (though it could have been part of a set or larger picture), if there is inscription saying publisher.
