Message Luoyang Municipality in China's Henan Province is famed for the past discovery of authentic Tang dynasty "sancai" (Three Color) pottery in nearby archaeological digs. To quote a modern-day Chinese porcelain outlet of reproduction sancai figurines in Hong Kong: "Imitations now produced in Luoyang, Xi'an and other cities of China are well collected as decorations because of their close resemblance to the authentic works." The base of your "Tang" horse has a post-1949 mark in a rectangular border of "Made by the Luoyang Municipal Fine Arts Porcelain Factory" (Luo yang shi mei shu tao ci chang zhi zuo - 洛陽市美術陶瓷廠製作). Your figurine also appears to have remnants of a "MADE IN CHINA" stamp, suggesting to me it might date to the earlier years of the PRC era or third quarter of the 20th century before the Cultural Revolution.
