Subject:Need help identifying painted tiles

I found these at a storage unit sale a few months ago.

Beyond the sticker on the back (Nikoniko EW Hand painted Japan) and the orient-style painting, I don't know anything about them. :(
I've found many similar ones on sites like eBay but none that match the signature/seal on mine.

I'd like to find out who painted them and when.

Also, I'd like to know if there's any specific way to clean these, as they have a thick layer of dust and what look like tar build up, on the tiles themselves on the paint on the framing is chipped and cracked pretty badly on the edges and I'd like to restore them if possible, but I don't want to end up ruining them in the process.
so far all I've done was take a bit of watered down rubbing alcohol to clear it off of the seal so I could get a decent picture of it.
