looks like Geokoho, or Oshima Joun...
An awesome piece of bronze work, may be worth showing to a GOOD auction house (better than the average bronze) may be a collected ex-armourer.
Probably Meiji or taisho period
That script-type is a good clue (know the two names i give use close to this style of kanji, similar in form to a "grass script")

Thank you for the kind reply and I will take your advice to heart. Recently saw the sea eagle of Japan and this rendition does this amazing beautiful animal justice.

Possibly inspired by Hiroshige's 1857 print of "Susaki and the Jumantsubo Plain near Fukagawa" from his "100 Views of Edo" series. See link below.

It is possible but I have seen many such images of the Sea Eagle on the shoreline with the waves breaking beneath the rocks. I think it simply is a popular image to portray one of the worlds most majestic and beautiful birds of prey.
There is also the rather Zen like image of the power and beauty of the eagle screeching at the enduring and more powerful elements he cannot conquer. I have been a sculptor working professionally for over 40 years and I am humbled by the beauty, dedication and attention to detail of the artists of the Japanese culture. Japan's artists have inspired more great western artists than any other culture so as a western sculptor and a Buddhist for nearly all my life I say thank you to the artists of Japan and especially to the teachings of Lord Buddha. I'm getting old and after a lifetime of making a living, in large part inspired by what I have just rambled on about I need to take the opportunity to get my appreciation off my chest. Forgive me
