Here is another image of the underneath of the seal, mirror image for reading, may be more readable than the print.

Seems to be a leisure seal.

After longer time of consideration, I think I have to revise my reading above.

渇筆海之波瀾 - Brush is thirsty for the billows of sea.

① 渇 and 潟 are very close in forms
② Second character is definitely 筆 with 竹冠 "bamboo" radical at top, and not 艹 "grass" radical for 葦.From the beginning I forcibly adjusted it to 葦 for the context that I read mistakenly.
③ 之 and 止 in seal script are the same
④ Hereupon, the last character must be 瀾 →波瀾 billows

I thank very much for having a second look on this seal.
I agree with your new interpretation with a "bi" as the second character, and for the change for"zhi".
The most difficult is the first character. I send your a detailed image for the seal carving (mirrored for reading).

Thank you for the magnified picture.
Now everything is clear.
The first character is: 瀉 xiė flow swiflty,
hasten, flowing etc.

I have found the source too.
全唐文 第二部 巻一百五十一
Complete Tang Texts Part No.2, Book 151
Caption title,
掖庭山賦應詔 The Lateral Court's answer to an Imperial Decree
....發詞林之華藻、瀉筆海之波瀾、命小臣而并作, 賦大雅而承歓
... and Lin said elegantly "Hasten your brushes like billowing waves of the sea" ordering his ministers to work together in narrating elegently to please him ( In my rough trnaslation)

It was not an easy delivery.

You have done a great job with this seal
- Reading characters, some of them beeing really difficult to decipher
- Finding the meaning of the phrase and the poem where it come from
-Giving your own translation.
May I help with my french translation : "Conduisez vos pinceaux comme les vagues de la mer"
