It is Chinese,
Title,
静観 - Watching quietly
Signature,
雄  - Xiong (Mighty) Given name or art-name
Leisure seal,
萬事如意 - May all your hopes to be fulfilled

Unidentifiable artist,

Thank you, I. Nagy! You are most helpful as always. Because I came into many pieces of Asian Art, I am trying to learn as much as I can. When You say, "unidentifiable artist", does that mean there is no signature, or does it mean an artist unknown to books that list artists? Is the seal always an artist's name? Thank you very much! Dear Stephen,
Re your questions.
Basically, pseudonyms and given names cannot be used to identify artists unless they are very famous.
In name dictionaries and on the net we can identify artists with full names. Even if we have the full name of artists in most cases they are not included in these dictionaries or in the Chinese or Japanese language net. They all are "unidentifiable" artists.
There are; full name seals, given name seals, surname seals, pseudonym seals,
heading (initiation) seals, leisure seals (with the motto of the artist or a citation etc)
studio name seals, hieroglyphic seals (animals, fishes etc)
collectors' seals etc.
Signatures are: full names, surnames, given names,
courtesy names, pseudonyms, studio names, huāyā or kaō stylized
signatures.

Wow! That's a LOT of information! Thank you very much I. Nagy. You are so helpful. I have used Gotheborg.com for porcelain marks, which has been helpful. When I can't find an answer there, I bring it to your forum, which is the best resource. For paintings and other artwork is there a similar website that identifies artists? I hate to bother you if I can do my own research.

For paintings and other artwork the story is entirely different. First we have to read the signatures seals,colophons, titles etc. which requires the knowledge of the target language (Chinese, Japanese, Korean) with reading practice in regular, clerical, cursive and seal scripts.
As for the next step we have to find the name in identification dictionaries or on the net ( All are written Chinese, Japanese or Korean)
For example the largest Chinese artist name dictionary contains 31122 names - published in 1981.
Simply speaking there is no easy website like Gothenborg.com that identifies painters and other artists.
