It is Korean,

Seals are illegibly smudged.

Dear Steve,
I date this print to the first half of the 20th century.
I have a detailed Korean pseudonym dictionary (韓國　號　大辭典　啓明大學校出版部, 1970, 1322 p.) which contains the pseudonyms of Korean literati and artists until 1900, but this pseudonym cannot be found in it. In general, lesser known artists cannot be identified on the basis of their pseudonyms - this is especially the case in Korea.
Due to the change of writing system, the pre-war Hanja (Chinese characters) centric written accounts are not processed yet largely into Hangul (Korean alphabet) - and not to mention about to transpose them into English.
